Follow-Up: Serbia Arrests Special Anti-Terrorist Unit Commander and Eight Others Over Alleged Abuse of Students in a Government Building Garage

Belgrade — Serbia's Interior Ministry confirmed on November 4 that, on the orders of the First Basic Public Prosecutor's Office in Belgrade, police had arrested nine people, including Igor Žmirić, commander of the Special Anti-Terrorist Unit (SAJ), and serving and former members of the JZO police unit that protects officials and government buildings.

Prosecutors accuse the nine of abusing and torturing student Nikolina Sinđelić and her fellow students in the garage of the Serbian government building on Nemanjina Street during the night of August 14–15, 2025, amid the months of anti-government protests that swept the country last year.

The arrests are the latest step in a wave of post-election accountability since the Students' List won the October 25 parliamentary election in a landslide, ending 14 years of rule by Aleksandar Vučić's Serbian Progressive Party. Criminal police chief Marko Kričak was arrested on October 31 on suspicion of abuse of office in a murder investigation; Davor Macura, owner of the ruling-party-linked Alta Bank, was detained on November 2, suspected of removing some 45 billion dinars (about €383 million) from the bank's vault before the bank was shut down; and ten more people were arrested or detained in Novi Sad and Mali Zvornik over alleged vote-buying and fraudulent residence registrations for Bosnian voters.

Prosecutor General Zagorka Dolovac had already issued a binding instruction on October 29 to prevent the destruction of official records, after reports that documents were being shredded overnight at several institutions. Incoming MPs from the Students' List have urged prosecutors and judges to do their jobs or resign.

Vučić has said he is not afraid of being arrested and that no evidence of financial wrongdoing will be found against him. The new parliament has yet to be formally constituted and no new government has been formed, so the reach of the reckoning remains to be seen. (Source: Serbian Interior Ministry)
