Hawthorne City Attorney's Office Helps Secure Permanent Injunction to Revitalize Long-Vacant Hawthorne Mall

Thursday, November 5, 2026 · City · GSM News

The City of Hawthorne, in Los Angeles County, California, on November 5 highlighted the proactive legal approach of its City Attorney's Office, which played a pivotal role in the case of the long-vacant Hawthorne Mall: the office helped secure a permanent court injunction that required the property owners to move forward with redevelopment or demolition to revitalize the site.

The office is led by City Attorney David Caceres. It acts as the chief legal advisor for the City, handles civil litigation and serves as the City's prosecutor, dedicated to ensuring municipal operations are legally sound, transparent and effectively serving the community. "Our role is to help Hawthorne thrive by providing a strong legal foundation for the City's goals," Caceres said. "Whether we are working alongside the Planning Commission on new developments or representing the community in court, our objective is to ensure that local governance operates efficiently, ethically and in the best interest of the public."

When the City Council adopts new policies, the office drafts the necessary resolutions and ordinances to transition those decisions into enforceable municipal law. In civil matters, the office acts as counsel for the City, managing legal filings, gathering evidence and appearing in court to advocate for Hawthorne's interests. Its daily work also includes providing proactive counsel to the Mayor, City Council and department heads, ranging from researching policy directives to safeguarding millions in public tax dollars, shielding the city from liabilities and shutting down repeat nuisance properties.

Hawthorne also belongs to a select group of municipalities with its own standalone internal prosecution office: it is one of only four cities in the South Bay, alongside Redondo Beach, Torrance and Inglewood, and among fewer than 15 statewide. As the municipal prosecutor, the department handles misdemeanors and code violations within city limits, including daily court appearances for arraignments and trials related to offenses such as petty theft, DUIs and local code infractions.

The City Attorney's Office is at 4455 W. 126th Street, Hawthorne, CA 90250, and the City Manager's office can be reached at (310) 349-2900. Residents can learn more about the office on the City of Hawthorne's official website.
