Draft Japan-Vietnam Summit Statement Revealed: Stronger Energy Cooperation and Nuclear Technology Exchanges

Friday, November 6, 2026 · World News · GSM News

Tokyo — The draft of a joint statement to be issued at the November 9 summit between Japanese Prime Minister Sanae Takaichi and Vietnamese General Secretary and President To Lam has come to light, Kyodo News reported on November 6. The draft pledges closer cooperation on energy security, specifies the early implementation of liquefied natural gas (LNG)-fired and other thermal power projects involving Japanese companies, and states that Japan will cooperate with Vietnam's plan to introduce nuclear power, according to multiple diplomatic sources.

On nuclear cooperation, the two governments are arranging a memorandum looking toward the 2040s, covering the introduction of next-generation technology such as small modular reactors (SMRs). Nikkei Asia reported that the two sides are expected to confirm plans to strengthen cooperation on next-generation nuclear energy during To Lam's visit, with Japan providing technology transfer and human-resource training; Vietnam is the only country in the region with a bilateral nuclear cooperation agreement with Japan.

The two countries are also expected to sign a loan agreement supporting construction of a high-efficiency gas-fired combined-cycle plant in southern Vietnam, and to advance cooperation on super intelligence (SI) research and talent development.

To Lam pays an official visit to Japan from November 8 to 11, the first visit by a Vietnamese general secretary in 11 years; GSM has previously reported the visit arrangements and the two countries' trade goals. (Source: Kyodo News)
