Denver Proposes $6 Million for 2027 Cold-Weather Shelter, Securing More Than 600 Beds

DENVER, Denver County, Colorado - Denver's Department of Housing Stability has proposed $6 million for two cold-weather shelter contract amendments covering 2027, in a proposal made public on Saturday, November 7. Of the total, $3.5 million would go to Bayaud Works to operate a 24-hour temporary congregate shelter with more than 600 beds during cold-weather activations, and $2.5 million to US Motels to provide motel rooms and meals for families in need. The funding is separate from the city's nine other congregate shelter contracts. The department said it will run a competitive procurement in 2027 for a five-year cold-weather shelter contract beginning in 2028. The City Council's Community Planning and Housing Committee is scheduled to hear a briefing on the proposal on November 10, noted on the agenda as a briefing rather than a vote. Denver activates cold-weather shelter every winter when temperatures plunge, and the temporary beds and family motel rooms are the main protection for people experiencing homelessness; if approved, the proposal would lock in funding for services throughout 2027.
