Australia's Migration Changes Take Effect in Waves: Further Student Visas Offshore, Training Visa Rule from November 12

The migration reform package announced by Home Affairs Minister Tony Burke at the National Press Club on September 17 is taking effect in stages. As of November 7, several changes are already law, and they matter directly to Chinese students and migration applicants in Australia.
Now in force: from October 2, further Student (subclass 500) applications must be lodged and granted offshore; skilled processing Directions 121 and 122 took effect on September 19; character Direction 123 took effect on October 31; and protection visa tribunal review fees and Bridging visa B rules were updated on November 1. The offshore application requirement for the Training (subclass 407) visa starts on November 12.
Still at the announced-only stage are the working holiday ballot, family restrictions on the Temporary Graduate (subclass 485) visa, no-further-stay conditions on visitor visas and changes to the points test. The electronic skills assessment system and limits on protection claims require legislation, and no bill is before Parliament yet. Applicants should plan lodgement dates against the commencement dates.
