Taiex Down 12.19 Percent in a Week: Stabilization Fund Authorised to Act, Borrowed-Share Selling Capped at 3 Percent from November 9

Taiwan's stock market plunged as much as 3,737 points intraday on November 6, closing the week down 12.19 percent. The National Financial Stabilization Fund's management committee met that afternoon in its 131st extraordinary session and unanimously authorised, under Article 8 of the fund's governing act, its executive secretary to deploy funds as market conditions warrant. It is the fund's fourth activation since 2020. The law caps its resources at NT$500 billion, and no intervention amount was named.
The Financial Supervisory Commission announced the same day that from Monday, November 9, the daily intraday limit on borrowed-share sell orders for listed shares will be cut from 30 percent of average daily volume over the past 30 trading days to 3 percent, alongside other market-stabilising measures.
President Lai Ching-te, speaking at an international travel fair, said the market reaction after the US midterm elections was predictable, that the pace of AI industry development has not changed and Taiwan's technology sector will keep growing fast. He urged the public not to panic, saying the government will monitor the market closely and roll out stabilising policies as needed.
