Amendment 3 Clouds Rays Stadium Deal; County Commissioner Says Agreement Should Be Revisited If Fiscal Math Changes Materially

TAMPA, Florida — Hillsborough County Commissioner Chris Boles said the county "should revisit" the Tampa Bay Rays' new stadium agreement if Florida's Amendment 3, passed on November 3, "materially changes the financial calculations." Amendment 3 raises the homestead exemption from $50,000 to $150,000 in 2027 and $250,000 in 2028, and cuts the annual assessment cap for non-homestead property from 10% to 5%. The nonpartisan Florida Policy Institute estimates Hillsborough County will lose $971.1 million in revenue over two fiscal years as a result. Last August the county commission voted 5-2 to commit up to $796 million to the stadium project, about 83% of it from tourist-development and sales taxes; the Tampa City Council voted 4-3 to commit up to $80 million in public infrastructure funding and approved a community benefits agreement. Boles's remarks are the first public suggestion from the county since the amendment passed that the deal could be reopened.
