Follow-Up: L.A. Continuum of Care Votes to Award County the HMIS and Coordinated Entry Roles

Tuesday, October 27, 2026 · California · GSM News

The general membership of the Los Angeles Continuum of Care, in Los Angeles County, California, voted on the afternoon of October 26 to award Los Angeles County two remaining administrative roles in the region's homelessness response, oversight of the Homeless Management Information System (HMIS) and the Coordinated Entry System (CES), with the county taking over data management from the Los Angeles Homeless Services Authority (LAHSA) amid an ongoing legal battle between the city-county agency and the federal government.

The L.A. Continuum of Care is the collaborative body responsible for coordinating regional homelessness programs and federal funding, consisting of LAHSA, cities, the county, service providers and other entities; it excludes Long Beach, Glendale and Pasadena, which have their own distinct continuums. General membership is broadly defined as anyone who works for the county, municipalities or service providers, unhoused people, and others working to reduce homelessness across the region.

'Today's decision marks another important moment for our region, where the actions we take signal our unity around a goal we all share: to relentlessly pursue an end to homelessness in every city and unincorporated area across L.A. County,' said Carter Hewgley, chief strategy officer at the county's Department of Homeless Services and Housing. He added that the county commits to working in partnership with all cities and unincorporated areas, including the city of Los Angeles, service providers and people with lived expertise. L.A. city officials appeared to express support for the decision, which came after the two parties reached an agreement on data sharing last week.

Earlier this month, the membership voted 331-9 to designate the county as the collaborative applicant and to oversee the annual point-in-time homelessness count. A federal court status conference is set for October 27 to determine next steps regarding LAHSA, the Continuum of Care and transition plans, the same day a preliminary injunction over LAHSA's suspension of access to federal dollars is set to expire. GSM reported on October 26 that the city and county had reached a data-sharing agreement pending this membership vote.
