Los Angeles County, California: County Unveils New Homeless Governance Lineup, With County Department Taking Four Continuum of Care Roles

Friday, October 30, 2026 · California · GSM News

Los Angeles County, California, unveiled a new governance lineup for its homeless services system on October 29: the county's Homeless Services and Housing department (HSH) will serve as the Los Angeles Continuum of Care's Collaborative Applicant, the lead agency for the Homeless Management Information System (HMIS), the administrative entity for Coordinated Entry (CES), and the manager of the annual Point-in-Time Count — placing all four regional functions within county government.

The four roles govern how federal homeless assistance funds are applied for and allocated, how service data across the region is collected, how people seeking help are queued into the housing system, and how the official annual homeless count is conducted. All four were previously carried by the Los Angeles Homeless Services Authority (LAHSA).

Earlier this month, the City and County of Los Angeles reached an arrangement to share homeless data, and on October 27 the Board of Supervisors voted to move the HMIS and Coordinated Entry functions to the county. The newly announced lineup adds the Collaborative Applicant and Point-in-Time Count roles, largely completing the shift of the region's homeless governance architecture into county hands.
