China's Foreign Ministry on Proposed China-U.S.-Russia Summit: No Information to Offer at This Time

Monday, October 19, 2026 · World News · GSM News

At the regular press conference of China's Ministry of Foreign Affairs on October 19, a Bloomberg journalist asked whether China supports a proposal by Russian President Vladimir Putin to hold a summit with the Chinese and U.S. presidents next month to discuss ending the war in Ukraine, and whether the ministry could provide more information. Chinese Foreign Ministry spokesperson Mao Ning replied: 'I have no information to offer at this time.'

The Wall Street Journal reported on October 18 that the Kremlin had proposed a three-way dialogue on the sidelines of November's APEC Economic Leaders' Meeting, and that Putin had raised the idea during an October 9 phone call with Trump. Kremlin spokesperson Dmitry Peskov confirmed to the Journal that the parties were discussing a possible meeting, that there was no clear consensus yet on the meeting itself or its agenda, but that all three sides acknowledged such a meeting was possible in theory.

Speaking to reporters on the White House South Lawn on October 19, Trump said he was open to a China-U.S.-Russia dialogue during APEC and that he would rather discuss weapons and denuclearization.

It was not the first time China's Ministry of Foreign Affairs had addressed the matter. On October 3, spokesperson Guo Jiakun said that the strategic guidance of head-of-state diplomacy is the most important political guarantee for the steady and long-term development of China-Russia relations, that China welcomes President Putin to the APEC Economic Leaders' Meeting in Shenzhen this November, and that China is ready to work with Russia to make the APEC 'China Year' a success; on the three-way meeting, he likewise said he had no information to offer.
