Temecula Woman Killed by Recently Released Parolee; Arraignment Set for Oct 16

Temecula is a city in Riverside County, California. Shaquilah Kaprise Howard, a 30-year-old Temecula woman, was shot and killed inside an apartment on the 28000 block of Colorado Avenue in the early morning of October 5, pronounced dead at the scene. Police arrested 28-year-old parolee Rashad Kysim Populus — released from prison on September 24 after serving time for assault with a firearm, just 11 days before the killing.
According to the Riverside County Sheriff's Office, Populus was arrested at Astoria Place in Oxnard and charged with first-degree murder and being a convicted felon in possession of a firearm, plus sentencing enhancements and a parole violation. He made his initial court appearance on October 8 and was appointed a public defender; his formal arraignment is set for October 16 at the Southwest Justice Center in Murrieta, with bail set at $3 million.
The case has renewed community concern over supervision of violent offenders after parole. Police are asking anyone with information to come forward; the investigation continues. (Compiled from MyNewsLA citing the Riverside County Sheriff's Office; rewritten by GSM)
