Red Flag Warning for Los Angeles County: Season's First Santa Ana Winds Arrive Oct. 15-16, Mountain Gusts to 70 mph, Relative Humidity as Low as 5-15%

LOS ANGELES — The National Weather Service office in Los Angeles/Oxnard issued a Red Flag Warning on the afternoon of October 13 as the season's first Santa Ana wind event approaches Southern California on October 15–16. The warning runs from 6 a.m. on Thursday, October 15, to 10 p.m. PDT on Friday, October 16, covering Los Angeles County's Santa Clarita Valley, the Malibu Coast, Calabasas and Agoura Hills, the San Fernando Valley and the San Gabriel Valley. Neighboring Ventura County — which lies outside the five Southern California counties in GSM's coverage framework — is included in the same warning for its beaches, inland coast and central valleys.
The weather service put the numbers as follows: northeast to east winds of 20 to 30 mph with gusts of 40 to 50 mph, and isolated gusts of 50 to 60 mph possible in the hills. In its fire weather discussion the same day, the agency said localized gusts of 60 to 70 mph are possible in the wind-prone mountains of Los Angeles and Ventura counties during the Thursday-to-Friday peak. Relative humidity minimums of 5 to 15 percent will be common in the valleys and along the coast, and 8 to 20 percent in the mountains, with high temperatures of 85 to 95 degrees by Friday. The warning states that if a fire ignites, conditions are favorable for extreme fire behavior that would threaten life and property.
Forecasters expect the moderate to locally strong Santa Ana winds to develop quickly on Thursday, peak from Thursday afternoon through Friday afternoon, then weaken over the weekend; some areas may see Red Flag conditions linger into Saturday. Interior Santa Barbara and San Luis Obispo counties may also reach Red Flag conditions on Friday and are under a Fire Weather Watch. Rain on Sunday and Monday fell mostly south of Los Angeles County, and a National Weather Service meteorologist told the Los Angeles Times that vegetation across Los Angeles and Ventura counties remains very dry after a record-breaking heat wave in early October, leaving a high risk that any new fire could grow very fast.
