Follow-Up: In Mumbai, Rubio Denies Any Cut in Intelligence Sharing or Military Aid to Ukraine: "Nothing Has Changed"

Tuesday, October 20, 2026 · Federal · GSM News

Secretary of State Marco Rubio told reporters traveling with him at the Taj Mahal Palace hotel in Mumbai, India, on October 20 that U.S. intelligence sharing and military assistance for Ukraine remain unchanged, denying that Washington has deliberately cut support for Kyiv.

Rubio said the Department of War's work on Ukraine remains the same, and that on intelligence sharing, the president has made it very clear he has ordered no such changes. Asked about claims that people have died because the United States withheld intelligence, Rubio said: "That's scandalous, that's outrageous. That's just simply not true."

GSM reported earlier today that an adviser to Ukrainian President Volodymyr Zelenskyy told the BBC that U.S. warnings of incoming Russian missile strikes have been inconsistent, with Ukraine receiving no warning before three ballistic missile attacks last week. Rubio attributed the interruptions to technical glitches, saying U.S. officials are investigating two technical events on October 13 and 18 and that Ukraine is now receiving the same warnings as before. He said there is no political directive to deliberately hurt Ukraine, and that Patriot interceptor missiles Ukraine urgently needs are in short supply worldwide.

Before arriving in Mumbai, Rubio spoke with Zelenskyy by phone for about 45 minutes. Zelenskyy later called the conversation substantive and thanked Rubio for his readiness to help and his clear position.

On reported throttling of Starlink and its military version, Starshield, used by Ukrainian forces, Rubio said the issue most likely stems from an internal technical glitch, noting that Starlink is a private commercial company and that the United States gave no order to throttle the service.
