The FBI IC3 Recovery Asset Team coordinates the freezing of fraudulent transactions between financial institutions and FBI field offices. According to the IC3 2024 Internet Crime Report, its Financial Fraud Kill Chain processed 3,020 complaints in 2024 involving $848.4 million in attempted theft, freezing $469.1 million in domestic funds and $92.5 million in international funds, with a success rate of 66 percent. This article compiles the officially published loss-stopping steps and reporting channels — official facts only.

Step one: contact your own bank immediately

The FBI's wording: if you have transferred funds, immediately contact your financial institution to stop or reverse the transaction, and ask your institution to contact the corresponding institution where the funds were sent. The Kill Chain data show that freezing is a race against the money being moved onward — the faster the report, the sooner the freeze chain can start.

Step two: file with IC3, with full transaction details

Submit a complaint online at the FBI Internet Crime Complaint Center (IC3). The FBI advises including transaction information such as wire instructions, wallet addresses, phone numbers, and text or email exchanges. An IC3 complaint is the entry point to the Kill Chain: the Recovery Asset Team uses it to coordinate freezes of fraudulent domestic and international transactions between banks and FBI field offices.

Step three: use the parallel official channels

The FTC at the FTC's ReportFraud site: people who report a loss receive follow-up information on steps to try to recover money. If your identity was misused: the FTC's IdentityTheft.gov, which received more than 1.1 million identity theft reports in 2024. California residents: the Attorney General at the California Attorney General's report page. Locally, the Justice Department lists contacting local police or a sheriff as a parallel reporting channel for financial fraud. For senior victims: the National Elder Fraud Hotline at 1-833-372-8311 (Monday to Friday, 10 a.m. to 6 p.m. Eastern, multilingual service), and the Eldercare Locator at 1-800-677-1116 to find local Adult Protective Services.

Step four: preserve records, and pay nothing more

The California Attorney General warns that fraudulent cryptocurrency transactions may be irreversible, and that some fee-charging "asset recovery experts or lawyers" who approach victims afterward are themselves scammers. No official channel recognizes any arrangement under which paying the original scammers an "unfreezing fee" or "tax" releases your money — in pig-butchering and crypto investment schemes, those charges are a continuation of the fraud. Preserve all chat records, transfer receipts and the counterparty's account details for banks and law enforcement.

Recovery has precedents

GSM has reported that the FTC sent more than $9.8 million in refunds to 65,022 consumers in a case over Walmart's failure to stop money-transfer fraud. In the Denver real estate wire case recorded in the IC3 report, the Recovery Asset Team was notified two days after the wire, froze the recipient account and recovered $955,060 of the $956,342 sent (see Article 4 of this series). In both cases, the victims entered official channels — and entered them early.
