Follow-Up: Missouri Attorney General Taps Kansas City Law Firm to Investigate St. Louis Police Board Over Chief's Pay Raise and Sunshine Law Questions

Tuesday, October 27, 2026 · Cities · GSM News

St. Louis, Missouri — The St. Louis Board of Police Commissioners came under an outside investigation on Oct. 27. Missouri Attorney General Catherine Hanaway has appointed the Kansas City law firm Graves Garrett Greim to investigate the board, the attorney general's office confirmed on Oct. 26. The investigation stems from an Oct. 23 request by Governor Mike Kehoe to determine whether the board complied with the open-meetings requirements of the state Sunshine Law when it approved a revised employment agreement for Police Commissioner Robert J. Tracy.

The agreement sets Tracy's annual base salary at $295,000 and extends his tenure to October 2030; under his previous contract, signed in December 2025, his starting salary was $183,000, and the City of St. Louis has described the new agreement as a raise of about $110,000. St. Louis Mayor Cara Spencer has questioned the approval process, and the city has announced it is suspending implementation of the raise while the investigation proceeds. Meanwhile, the board's attorney, Chris Graville, has resigned, and the St. Louis Police Officers Association has also criticized the approval process. The investigation's findings will determine the fate of the raise and the employment agreement.
