Two Foreign Nationals Arrested in Tennessee, Charged With Illegally Voting in the 2024 Election

U.S. Immigration and Customs Enforcement (ICE) announced on November 3 that agents from its Homeland Security Investigations (HSI) office in Chattanooga arrested Frederic Jean Rene Sicard, a French national, and Mark Adwar Odisho, an Iraqi national, in Cleveland, Tennessee, on October 29. Both men were charged with voting by aliens in violation of U.S. law and are believed to have committed voter fraud during the 2024 presidential election.
According to ICE, the Eastern District of Tennessee issued a criminal complaint and arrest warrant against the two men on October 23. HSI Chattanooga carried out the arrests as part of a joint investigation with the FBI, with assistance from the Cleveland Police Department.
"Election security is national security," said ICE Assistant Director of Public Affairs Micah Bock. "When foreign nationals allegedly cast ballots in our elections, they undermine the integrity of the democratic process and the rights of lawful voters. Our election laws are not optional, and ICE will work with our law enforcement partners to investigate violations and hold offenders accountable."
ICE said HSI Chattanooga will continue coordinating with federal, state and local law enforcement partners to protect the integrity of the nation's electoral process. Crimes and suspicious activity can be reported by calling 1-866-DHS-2-ICE (1-866-347-2423) or through ICE's online tip form.
