Follow-up: Florida Governor Expects Special Session to Implement Amendment 3: Homestead Property Tax Relief Must Take Effect by January 1

Thursday, November 5, 2026 · States · GSM News

Florida Governor Ron DeSantis said on November 4 that a special legislative session is expected to implement Amendment 3, the voter-approved measure expanding homestead property tax relief. The amendment must be implemented by January 1, and DeSantis, whose term ends in January, said he would work with legislative leaders on when lawmakers should return to Tallahassee, the state capital in Leon County.

DeSantis said the implementing legislation would set a schedule for further relief and seek to prevent local governments from offsetting homeowners' savings with other taxes or fees, an approach he called a taxpayer bill of rights. He is also considering state grants, potentially totaling tens of millions of dollars, to help local governments cover essential services, particularly rural communities facing shortfalls for core services such as sheriff's departments. He said the policy would be a tax reduction, not a tax shift.

Amendment 3 does not apply to school districts, and DeSantis said the implementing legislation would preserve that exemption. His stated long-term goal is to move homesteaded property closer to tax-free status, which he acknowledged would require further action after his term ends.

The remarks came the day after the November 3 midterm elections, in which Florida voters approved Amendment 3. They were the state government's first outline of the implementation path and timetable following the amendment's passage.
