Follow-up: 55-Page East Potomac Golf Links Renovation Plan Released, With $304.5 Million Seawall Project at Its Start

A concept plan submitted by the U.S. Department of the Interior to the National Capital Planning Commission for the renovation of East Potomac Golf Links and the surrounding park was made public on November 3. The 55-page document is the first formal, public disclosure of the government's vision for East Potomac Park in Washington, D.C.
Filed as an exhibit in the ongoing litigation between the Interior Department and the DC Preservation League, the plan aims to turn a dilapidated, unsafe golf course into a safe, world-class, affordable championship-level public course, benchmarked against Bethpage Black on Long Island, Torrey Pines in San Diego and Memorial Park in Houston. Its first step is reinforcing the seawall, a project costing $304.5 million and expected to take 2.5 to 3.5 years.
Although many details remain vague, the plan goes deeper than any material previously submitted by the government or its lawyers and is seen as the first formal roadmap for the disputed renovation. Litigation between the Preservation League and the Interior Department continues, with further hearings expected in the coming weeks. President Trump has said the course will close on November 15 for the renovation; how the public will keep using the surrounding parkland during construction, and the final funding sources and timetable, remain open questions.
