Modi Calls Andhra Pradesh Chief Minister on November 4 Over Twin Cyclones in a Week; Second Storm's Preliminary Losses Put at About 3.44 Billion Rupees

NEW DELHI — Indian Prime Minister Narendra Modi called Andhra Pradesh Chief Minister N. Chandrababu Naidu on the morning of November 4 to inquire about damage from two cyclones that struck the state within a week. Naidu briefed him on losses to agriculture, roads and power infrastructure and sought financial assistance from the central government; Modi praised the state's relief efforts, but no disbursement had been announced as of publication.

The two cyclones made landfall on the Andhra Pradesh coast in succession, the second, Cyclone Murasu, crossing near Ongole on the night of November 2-3 with sustained winds of 100 to 110 km/h and gusts reaching 120 km/h. According to the state government's preliminary assessment, the second cyclone alone caused about 343.95 crore rupees in preliminary losses across eight government departments, about 94 percent of it in agriculture; crops on 50,473 hectares across 465 villages in seven districts were damaged, affecting 69,828 farmers, including 45,900 hectares of paddy with an agricultural loss of about 324.22 crore rupees. The districts of Bapatla, Krishna and Guntur suffered the worst crop and horticultural damage. The state deployed 11 state disaster response teams and 13 national disaster response teams on standby, converted 480 schools into relief centres and evacuated 12,230 people to safer locations; Naidu has written to Union Home Minister Amit Shah requesting immediate central financial aid.

Naidu also conducted an aerial survey of the affected areas on November 4. Separately, 388 mandals across the state had previously been declared drought-affected after a severe shortfall in monsoon rainfall, so drought and cyclones are affecting different parts of the state at the same time. The India Meteorological Department downgraded the second system to a depression on the morning of November 4, though rainfall was still forecast to continue and fishing restrictions along the affected coasts remained in place through November 4.
