Zelensky Meets Costa in Madrid: Europe Must Be at the Table to End the War, Kyiv Aims to Close All EU Accession Clusters This Year
Madrid — Ukrainian President Volodymyr Zelensky met European Council President António Costa in Madrid on November 5, on the sidelines of the Ibero-American summit. Posting on social media after the meeting, Zelensky said Ukraine has consistently maintained that Europe must sit at the negotiating table on ending the war with Russia, arguing that security guarantees and Ukraine's economic reconstruction cannot be discussed without European representatives present; Costa backs this position, he said.
The two discussed Ukraine's European integration process in detail. Zelensky said both sides are working to complete all of Ukraine's EU accession negotiating clusters by the end of this year and to move on next year to closing individual negotiating chapters, and that they discussed new ideas that could genuinely accelerate the process. They agreed Costa would discuss the details with European Commission President Ursula von der Leyen.
They also discussed preparations for the trilateral meeting in Abu Dhabi and Ukraine's priorities. The talks, set for November 10-11 and the first since February, will be mediated at working level by U.S. envoys Steve Witkoff and Jared Kushner. Zelensky briefed Costa on his earlier conversation with the U.S. side.
Also in Madrid on November 5, Zelensky presented Latin American leaders with an emergency energy-equipment procurement list and saw Spain announce 437 million euros in new military aid to Ukraine; the Costa meeting formed part of Ukraine's European diplomatic agenda at the summit.
