Ukraine Energy Ministry: Russian Strikes Forced Nuclear Plants to Cut Output; Kyiv Ends Emergency Outages While Kharkiv Continues

Wednesday, November 4, 2026 · World · GSM News

KYIV, Ukraine — Ukraine's Energy Ministry said on November 4 that Russian attacks on generation facilities and substations forced the country's nuclear power plants to reduce output. The ministry did not name the plants affected or say how far they cut output, nor did it say a reactor was hit directly; it said output would return to nominal levels gradually as energy workers restore networks damaged by shelling. According to the Kyiv Post, what forced the plants to throttle output was damage to substations and transmission lines, not strikes on reactors, a pattern Kyiv now frames as a European safety issue.

Outage conditions diverged on the same day. The national grid operator Ukrenergo said that from 11:25 a.m. on November 4, emergency outages were cancelled in Kyiv and most regions, returning to scheduled hourly cuts, while emergency outages stayed in place in Kharkiv region and rationing in some regions rose to up to 16 hours a day. The previous night's strikes remain the backdrop: Reuters reported on November 4 that Russia's defence ministry said Russian forces hit two power stations in the Kyiv and Zhytomyr regions and targeted a cargo vessel at sea near Odesa, while Ukraine's emergency service and local officials also reported strikes in Poltava, Dnipropetrovsk, Kirovohrad and Rivne regions as well as the capital Kyiv. U.S.-mediated working-level talks between Ukraine and Russia are set for November 10-11 in Abu Dhabi; this report does not prejudge their outcome.
