Russia Launches 310 Drones at Ukraine Overnight: Emergency Blackouts Spread, Nuclear Plants Forced to Cut Output

The Ukrainian Air Force reported that Russia launched 310 drones against Ukraine on the night of November 3 to 4, of which 272 were shot down or suppressed. It was the second consecutive night of mass strikes on Ukraine's energy system, following the previous night's attack — 289 drones, 17 ballistic missiles and 59 cruise missiles on the night of November 2 to 3.
Ukraine's Energy Ministry said on November 4 that Russian forces had carried out more than 20 strikes on Ukrainian energy facilities in the past 24 hours, damaging power plants and substations. President Volodymyr Zelenskyy said Kyiv city and the Zhytomyr, Chernihiv, Sumy, Poltava, Kharkiv, Cherkasy, Vinnytsia and Donetsk oblasts were under emergency power outages, with repairs delayed by repeated strikes. Ukrainian officials said the attacks fell heavily on central and western Ukraine, hitting energy infrastructure in Kyiv city and the Khmelnytskyi, Kirovohrad, Odesa, Volyn, Ternopil and Zhytomyr oblasts.
First Deputy Energy Minister Artem Nekrasov said damage to the transmission network was also forcing Ukraine's nuclear power plants to reduce generation. Russia's Defense Ministry claimed its forces had struck substations in Kyiv and Zhytomyr oblasts, among other energy targets.
