Europe Rebuffs a U.S.-Russia Deal Cut Without It: Kallas Says Any Agreement Will Require the EU to Be Part of It to Be Implemented

Friday, November 6, 2026 · World · GSM News

Warsaw — European leaders on Friday, November 6, publicly rebuffed any U.S. effort to reshape Europe's security arrangements with Russia over their heads. Kaja Kallas, the European Union's foreign policy chief, told journalists in Warsaw that Europe already has a security architecture in place and that any agreement, in order to be implemented, will require the European Union to be part of it.

Her remarks followed President Donald Trump's prediction on Thursday, November 5, of a "very big" deal with Moscow involving not only Ukraine but "all of Europe," which he called a "big, beautiful agreement." His envoy and son-in-law Jared Kushner said at the same time that Washington was working on a "broader European security architecture" ahead of U.S.-mediated talks between Ukraine and Russia in Abu Dhabi next week. U.S. officials met NATO, EU and major European power officials in Brussels for two days of consultations this week.

Kallas spoke after a ministerial meeting of the Council of the Baltic Sea States, alongside Polish Foreign Minister Radoslaw Sikorski and Ukrainian Foreign Minister Andrii Sybiha. "We already have a European security architecture in place," she said. "The problem remains that Russia keeps breaking the treaties that underpin it. NATO posed no threat to Russia in 2021, and it poses no threat to Russia at the moment. Putin does not have a veto over European security." An EU spokeswoman said a lot of work was still needed for peace in Ukraine and that the bloc would decide its own security matters.

Sikorski echoed her, saying an arrangement about the future of Ukraine and of Europe above Europeans' heads "would not just be unwise. It is actually impossible." Sybiha said Moscow cannot be the security guarantor for the European continent, and that the discussion must be about protecting Europe against Russia, not about spheres of influence with Russians.

Before launching the war in Ukraine in 2022, the Kremlin delivered an ultimatum to NATO demanding the withdrawal of alliance troops from eastern Europe, which the Western alliance rejected. Kushner said Washington would consult closely with European partners on the sidelines of the Abu Dhabi talks and, if progress is made, aim to move toward a broader multilateral format with their direct participation. The Abu Dhabi trilateral talks are scheduled for November 10-11. (Source: AFP)
