Senate Rejects War Powers Resolution 48-51 That Would Have Required Trump to End Military Action Against Iran

Washington — The U.S. Senate on November 5 rejected a war powers resolution by a vote of 48 to 51. The measure would have required President Donald Trump to end U.S. military action against Iran.
The resolution, introduced by Senator Tim Kaine of Virginia and others under the War Powers Resolution, would have required Trump to terminate military action against Iran within 30 days unless Congress issued a declaration of war or a specific authorization for the use of military force. Kaine argued that under the U.S. Constitution, decisions on entering a state of war rest with Congress and that acts of war require congressional approval.
The War Powers Resolution, enacted in 1973, limits a president's authority to commit U.S. forces without congressional authorization: a president must report to Congress within 48 hours of introducing forces into hostilities, and unauthorized military action must end within 60 days. The Senate has voted on similar war powers resolutions several times during this conflict, rejecting each one.
The vote came after the midterm elections, amid a continuing dispute between Congress and the White House over authority for the Iran war. The following day, Trump wrote to Congress saying that hostilities with Iran had terminated and that the White House did not need congressional approval to continue its operations (see the related report).
