Follow-up: Iraq's Foreign Minister Proposes a Regional Foreign Ministers' Committee to Shuttle Between Tehran and Washington

BAGHDAD — Iraqi Deputy Prime Minister and Foreign Minister Fuad Hussein proposed on November 6 the formation of a committee of regional foreign ministers to travel between Tehran and Washington in an effort to resolve the U.S.-Iran dispute peacefully and strengthen regional stability, Shafaq News reported.
The proposal followed a phone call the same day with Iranian Foreign Minister Abbas Araghchi, who set out Iran's terms for resuming negotiations with Washington: a timetable for renewed talks, the reopening of the Strait of Hormuz, a return to the understandings reached in Pakistan, and further points on the nuclear file — proposals Iran had laid out before the U.S. midterm elections. Hussein answered with a warning that regional tensions are rising and renewed military operations remain possible, calling for practical steps to prevent further escalation.
Iraq has paid a heavy price for the war: Hussein said the country has lost more than $60 billion in oil revenues since the war began in February, as exports through the Strait of Hormuz were suspended. In an interview with Al Jazeera on November 7, he said Baghdad has evidence that external parties have used Iraqi territory to launch attacks on neighboring countries, and that Washington had formally requested the closure of all but two of Iraq's border crossings with Iran. Iraqi media reported that Prime Minister Ali Falih al-Zaidi spoke by phone with President Donald Trump on November 5.
Hussein has previously warned Iraqi armed groups against joining any Iranian retaliation, and has said that bringing the factions' weapons under state control must be pursued through dialogue rather than force.
