Follow-up: U.S.-Iran Talks End Without Breakthrough but Contacts Continue: Tehran Says Condensed Seven-Step Plan Could Reopen Strait of Hormuz Within Two Days

DUBAI — Iran said on Monday, November 2, that contacts to end the war between the United States and Israel and Iran are continuing, after days of talks with Qatari mediators ended with altered proposals but no breakthrough. "Consultations through mediators are very intensive. We have presented our conditions and proposals and everything depends on the political rationality of Washington," Iranian Foreign Minister Abbas Araghchi said in comments carried by state media outlet IRNA.
Foreign Ministry spokesperson Esmaeil Baghaei said the seven-step plan Iran submitted in September remains the focus of discussions, but it has been condensed so that it can now "be implemented within two days." The plan would call for the United States to end its blockade on Iranian ports, Iran to reopen the Strait of Hormuz, a U.S. waiver on Iranian oil sales, the cancellation of new sanctions, and then talks on other issues. U.S. President Donald Trump rejected the plan in September. Baghaei reiterated that condensing the plan does not change Iran's stance that talks on its nuclear program can resume only after it verifies that all its conditions are met, and he said no transfer of Iran's highly enriched uranium stockpile was raised or agreed.
The talks have not closed. An official briefed on the talks said Iran's negotiators left Doha on Sunday not because of any problems in the talks, and that a draft proposal was being circulated. Qatari mediators traveled to Tehran on Monday night for talks with Araghchi on a version of the draft U.S.-Iran deal under negotiation for the past eight days. Trump said on Monday that Iran wants a deal and that such an agreement "could happen," without providing details.
Concern about renewed conflict after Election Day remains. The United States and Israel launched a military campaign against Iran suddenly on February 28, after which Iran closed the Strait of Hormuz and the United States blockaded Iranian ports; the war has lasted eight months. Trump has repeatedly said there would be no new attack on Iran before Tuesday's midterm elections, while Iran has said it will respond aggressively to any resumed attack. Chinese Foreign Minister Wang Yi said on Monday, after meeting a senior Iranian security official in Beijing, that all parties should focus on political solutions rather than resorting to arms again; Russia's Foreign Ministry said the same day that reports of new military action were a cause for extreme concern and called for increased diplomatic efforts. A Qatari liquefied natural gas tanker was struck in the Gulf by unidentified objects on Friday, its operator Nakilat said on Sunday; attacks on oil tankers have been common during the conflict, but attacks on LNG carriers have been rare, with the last reported Qatari tanker incident in early July.
