Follow-Up: Iran Sends Nuclear Proposal to the U.S. via Qatar, Tying Any Talks to Seven Demands

Thursday, November 5, 2026 · World · GSM News

Dubai — Iran has sent the United States a nuclear proposal via Qatari intermediaries, to be discussed only after Washington meets seven demands set by Tehran, a senior Iranian official told Reuters on Thursday, November 5. The official, who spoke on condition of anonymity, said the United States was reviewing the proposal but declined to provide further details.

The demands made public so far include lifting U.S. sanctions on Iran, releasing frozen Iranian assets and paying war reparations; the remaining conditions have not been fully disclosed. Mohsen Rezaei, secretary of Iran's Supreme National Security Council, restated the position during a visit to Russia on Thursday: as long as the United States does not carry out the seven conditions, Iran will neither reopen the Strait of Hormuz nor enter negotiations.

Washington, for its part, insists that Iran's nuclear program must be part of any initial negotiations — the opposite sequence from Tehran's conditions-first approach. In March, the United States sent Iran a 15-point proposal aimed at ending the war and dismantling its nuclear program, including dismantling three main nuclear facilities and ending uranium enrichment on Iranian soil.

The diplomatic move comes as mediators intensify efforts amid fears the U.S.-Iran war could reignite now that the U.S. midterm elections are over. President Trump said on Tuesday he would not rule out resuming combat operations after the vote, while Iran has said it plans wider retaliation if the war resumes. According to Axios, U.S. Central Command is completing preparations for a possible restart of large-scale operations against Iran but has not yet received a new order from Washington.

GSM previously reported that Trump met his national security team on November 5 and said he would soon decide whether to resume a full-scale war, and that Rezaei met President Putin in Moscow the same day and delivered a letter from Iran's leadership. The full text of the nuclear proposal has not been released, and Washington has not publicly commented on its contents. (Source: Reuters)
