Virginia Election Results: Warner Reelected to U.S. Senate, All Three Constitutional Amendments Pass

Here is the full list of Virginia results from the 2026 midterm elections. Virginia elects its state officers in odd-numbered years, so this year's ballot carried only a U.S. Senate race, 11 U.S. House seats and three constitutional amendments. Incumbent U.S. Senator Mark Warner won a fourth term, all three amendments passed, one U.S. House seat flipped, and two House races have not yet been called. The full list follows.
Governor and U.S. Senator
Governor: There was no governor's election this year. Incumbent Governor Abigail Spanberger (Democrat) was elected in 2025 and took office on January 17, 2026; she is Virginia's first woman governor. The lieutenant governor is Ghazala Hashmi (Democrat). The next governor's election is in 2029.
U.S. Senator: Mark Warner (Democrat, incumbent) received 2,169,241 votes, about 61.2%, defeating Bert Mizusawa (Republican), who received 1,373,765 votes, about 38.8%, to win a fourth term. The Associated Press called the race as polls closed. Warner has said this was his final run for the Senate.
Other Statewide Offices
No other statewide offices were up for election this year. The governor, lieutenant governor and attorney general (incumbent Jay Jones, Democrat) were all elected in 2025, with terms running to January 2030. Virginia's secretary of the commonwealth is appointed by the governor, and the state has no elected treasurer or auditor races.
Ballot Questions
All three constitutional amendments on this year's ballot passed:
Question 1 (reproductive freedom): writes personal decisions on prenatal care, childbirth, postpartum care, contraception, abortion, miscarriage management and fertility treatment — and protection from punishment for patients and providers — into the state constitution — PASSED, with 2,182,088 yes votes, about 62.4%. Litigation over the amendment is pending, with a court hearing set for November 13.
Question 2 (marriage equality): removes the state constitution's ban on same-sex marriage and confirms that any two adults may marry regardless of sex, with all lawful marriages treated equally — PASSED, with 2,025,067 yes votes, about 57.4%.
Question 3 (restoration of voting rights after felony convictions): establishes voting as a fundamental right, with voting rights automatically restored on release from incarceration — PASSED, with 1,990,563 yes votes, about 56.5%.
Separately, a redistricting amendment approved in an April special election this year was voided by the Virginia Supreme Court on procedural grounds, so this year's House elections were held under the existing district maps.
U.S. House
Virginia has 11 seats in the U.S. House; before the election, Democrats held 6 and Republicans 5. The AP has called 9 seats — 7 for Democrats and 2 for Republicans — with 2 races not yet called.
The one called seat to flip: in District 2, Elaine Luria (Democrat) defeated incumbent Jen Kiggans (Republican), 178,696 votes to 150,080, reclaiming the seat she held from 2019 to 2023.
The two uncalled races: in District 1, Democratic challenger Shannon Taylor leads incumbent Rob Wittman (Republican), 207,877 votes (about 50.9%) to 198,417 (about 48.6%); in District 5, incumbent John McGuire (Republican) leads Democratic challenger Tom Perriello, 181,278 votes (about 50.2%) to 173,190 (about 48.0%). If both leaders hold, the delegation will stand at 8 Democrats and 3 Republicans.
The other called winners, all incumbents reelected, are Bobby Scott (Democrat, District 3), Jennifer McClellan (Democrat, District 4), Ben Cline (Republican, District 6), Eugene Vindman (Democrat, District 7), Don Beyer (Democrat, District 8), Morgan Griffith (Republican, District 9) and James Walkinshaw (Democrat, District 11).
Asian American winners: In District 10, Suhas Subramanyam (Democrat), who is Indian American, was reelected with about 61.4% and is the only Asian American member of Virginia's delegation. There are no Chinese American winners in this year's delegation.
State Legislature
There were no regular state legislative elections this year: the House of Delegates (100 seats) and the state Senate (40 seats) are both elected in odd-numbered years, with the next elections in 2027. Democrats continue to control both chambers — 64 to 36 in the House of Delegates and 21 to 19 in the Senate — unchanged from before the election. Together with the governorship, Democrats' control of the governor's office and both legislative chambers remains intact.
Counting and Certification
These results are the collective choices of Virginia voters. The figures above come from the Virginia Department of Elections' official unofficial count and Associated Press race calls; results are not yet certified. Mail ballots postmarked by November 3 and received by noon on November 6 are still being counted, and provisional ballots have not been fully counted. Races not yet called are listed by their current leaders only, and final results are subject to official certification.
