West Virginia 2026 Election Results: Capito Reelected to Senate, Citizenship Voting Amendment Passes

West Virginia voted in the 2026 midterm elections on November 3, and the results below are the collective choice of the state's voters. According to the West Virginia Secretary of State's count and Associated Press race calls, Shelley Moore Capito was reelected to the U.S. Senate, both U.S. House seats were held by Republicans, and the citizenship voting amendment passed. There was no governor's race and no statewide executive office on the ballot this year. The full list follows.

Governor and U.S. Senator

Governor: no race this year (this section is retained and noted for completeness). Gov. Patrick Morrisey (R) was elected in 2024; the office is next contested in 2028.

U.S. Senator: Shelley Moore Capito (R), 266,068 votes, 58.3%, reelected. Called by the AP.

U.S. Senate, other candidates: Rachel Fetty Anderson (D), 172,922 votes, 37.9%; S. Marshall Wilson (Constitution Party), 17,139 votes, 3.8%. The state's other senator, Jim Justice (R), was not up this year; his seat is next contested in 2030.

Other Statewide Offices

No statewide executive offices were contested this year (this section is retained and noted for completeness): secretary of state, attorney general, treasurer, auditor and agriculture commissioner were not on the 2026 ballot and are next contested in 2028.

Ballot Questions

Amendment 1 (citizen voting qualification): would write into the state constitution that only a U.S. citizen who is also a citizen of the state may vote (placed before voters by Senate Joint Resolution 9). Passed: Yes 339,487 votes, 79.3%, to 88,547 No. Called by the AP.

U.S. House

Overview: the state has 2 seats, held before and after the election by Republicans, 2-0, with no flips.

District 1: Carol Miller (R), 118,735 votes, 57.1%, reelected. Her opponents were Vince George (D), 82,347 votes, and Belinda Fox-Spencer (Constitution Party), 6,904 votes. Called by the AP.

District 2: Riley Moore (R), 143,757 votes, 59.4%, reelected. His opponent Ace Parsi (D) took 98,235 votes. Called by the AP.

Chinese American / Asian American winners: none in either district.

State Legislature

State Senate: 34 seats, 19 on the ballot this year (regular and special elections). Republicans kept control with no flip of control; Democrats rose from 2 seats to 4 against about 30 Republicans (provisional tally, pending seat-by-seat certification). Democrat John Williams defeated Republican incumbent Mike Oliverio in District 13.

State House of Delegates: 100 seats, all up this year. Republicans kept control with no flip of control; Democrats rose from 9 seats to 21 against about 79 Republicans (provisional tally, pending certification).

In sum, Republicans held both chambers before and after the election, though their majorities narrowed markedly in both.

Figures are from the Secretary of State's unofficial count and AP calls as of the morning of November 4 (the AP estimates about 98.9% of the expected vote counted), pending county canvasses and state certification.
