New Hampshire 2026 Election Results: Ayotte Reelected Governor, Pappas Wins Senate Seat as Legislature Flips

Wednesday, November 4, 2026 · States · GSM News

New Hampshire voted in the 2026 midterm elections on November 3, and the results below are the collective choice of the state's voters. According to the New Hampshire Secretary of State's count and Associated Press race calls, Kelly Ayotte was reelected governor, Chris Pappas was elected to the U.S. Senate, and Democrats held both U.S. House seats, while both chambers of the state legislature flipped from Republican to Democratic, turning the state's Republican trifecta into divided government. Constitutional Question 1 remains uncalled and is currently below the two-thirds threshold. The full list follows.

Governor and U.S. Senator

Governor: Kelly Ayotte (R, incumbent), 311,511 votes, 51.4%, reelected to a second two-year term. Called by the AP.

Governor, other candidates: Cinde Warmington (D), 285,347 votes, 47.1%; Stephen Villee (Libertarian), 9,170 votes, 1.5%.

U.S. Senator: Chris Pappas (D, an incumbent U.S. representative), 341,634 votes, 56.0%, elected — a Democratic hold. Pappas will be the first openly gay male U.S. senator in American history. Called by the AP.

U.S. Senate, other candidates: John E. Sununu (R, a former U.S. senator), 257,435 votes, 42.2%, has conceded; Edmond Laplante (Constitution Party), 11,452 votes, 1.9%. The seat was open because Sen. Jeanne Shaheen (D) retired. The state's other senator, Maggie Hassan (D), was not up this year; her seat is next contested in 2028.

Other Statewide Offices

There were no other statewide elected executive offices on the ballot: New Hampshire has no lieutenant governor, the attorney general is appointed by the governor, and the secretary of state and treasurer are chosen by the legislature.

Executive Council (five districts, not a single statewide office): Democrats say they won a majority (from a 4-1 Republican edge before the election); no finalized district-by-district list is available, so names are not listed here pending confirmation.

Ballot Questions

Constitutional Question 1 (CACR 13, abolishing the Register of Probate): would amend the state constitution to abolish the elected county office of Register of Probate, which has had no substantive function since the 2011 judicial reform. Not yet called: Yes leads with 351,124 votes, 64.9%, to 189,911 No votes.

Question 1 threshold note: a New Hampshire constitutional amendment requires two-thirds (66.67%) approval to pass. The current Yes share of 64.9% is below that threshold, and the final outcome depends on whether the completed count crosses 66.67%; it is not recorded as passed on a simple-majority basis.

Question 2 (school-district property tax growth cap, under HB 1300): a local-option question voted district by district, with no single statewide result; it takes effect in a district only at 60% approval there. No statewide tally was found, so no statewide pass/fail is recorded here.

U.S. House

Overview: the state has 2 seats, held before and after the election by Democrats, 2-0, with no flips.

District 1: Stefany Shaheen (D), 175,752 votes, 57.3%, elected; the seat was open because Pappas ran for the Senate, and this is a Democratic hold. Shaheen is the daughter of retiring Sen. Jeanne Shaheen. Her opponent Anthony DiLorenzo (R) took 131,055 votes, 42.7%. Called by the AP.

District 2: Maggie Goodlander (D, incumbent), 176,721 votes, 58.9%, reelected. Her opponents were Lily Tang Williams (R), 116,395 votes, 38.8%, and Robbie Mahrou (independent), 7,027 votes, 2.3%. Called by the AP.

Chinese American / Asian American winners: none in either district. District 2 Republican candidate Lily Tang Williams is a Chinese American; she lost and is not a winner, which is recorded here for accuracy.

State Legislature

State Senate: 24 seats, all up this year. Control flipped from Republican to Democratic: from 16-8 Republican before the election, Democrats hold at least 15 seats afterward; the flip is established, with exact seats pending certification.

State House: 400 seats, all up this year. Control flipped from Republican to Democratic: Republicans held about 212 seats before the election, and the Republican House leader has conceded the loss of the majority; the exact split awaits certification.

In sum, both chambers flipped in the same cycle, and with a Republican governor reelected the state moves from a Republican trifecta to divided government.

Counting and Certification

Figures are from the Secretary of State's count and AP calls as of the morning of November 4 (about 90%-96% of the expected vote counted) and remain unofficial pending the state canvass and certification. Uncalled races are listed with their current leaders only, and final results are subject to official certification. GSM will update this list as the remaining races are called.
